Regarding mail, Oregon Statutes for Landlord/Tenant, prescribe the use of 1st class mail, as the primary and correct way to send mail, or notice, however the statutes do not preclude the use of registered mail, if you use regular 1st class mail first. Mailings between Landlord and Tenant, should always be 1st class.. in addition to any other method. For registered mail, the absence of a signed return receipt does not negate any other presumptions concerning mailed items.
A letter correctly addressed and properly mailed is presumed to have been received in the ordinary course of mail. A follow up message is a good idea...
Change of address:
A man who moved out of his apartment became the target of an identity thief -- by the guy who moved into his place.
The new tenant pulled off the scam by opening the old tenant's mail for a couple of weeks after he had moved out, AS THE OLD TENANT DID NOT DOA CHANGE OF ADDRESS WITH POST OFFICE.
The new guy changed the old tenant's eTrade password and made unauthorized transfers, and opened new accounts at several of the victim's banks.
He used the old tenant's name and former address, Social Security number, date of birth "and other accurate pieces of security information," but with phone numbers that didn't belong to the victim.
In all, he opened about 20 bogus accounts and started floating checks into other accounts in hopes of cashing them, authorities said.
A search of his home uncovered papers with the old tenant's name and information. He was charged with possession of stolen property and 23 counts of identity theft. REMEMBER TO CHANGE YOUR ADDRESS !!
